Attacks on the Court: I am Not a Journalist — I am the Plaintiff in a Federal BLE/RF Interference Case

I am Andrii Kempa, the plaintiff in a federal case in the United States of America.
I am Ukrainian, an engineer, and a developer of quantum microchips and next-generation artificial intelligence systems, technologies that have strategic significance for the United States, as well as for Ukraine, which is currently at war and requires the most advanced solutions against hybrid threats.
It is precisely such advanced developments — quantum computing, bionanorobotics, next-generation microchips, autonomous AI systems — that can form the basis of countermeasures against BLE/RF attacks and covert hostile networks.
My work is valuable both for the defense of the United States and for Ukraine’s national security. It is not surprising, therefore, that the same methods used against me could tomorrow be applied by hostile foreign networks against Ukrainian children, Ukrainian citizens, as well as American military personnel, law enforcement, and civilians.
For this reason, I publicly document all materials not only for my own protection but also to protect society.
⚠️ Why These Technologies Are Dangerous for Ukraine, Children, and State Institutions During Wartime
BLE/RF systems, which are used for covert surveillance and interference, can be applied not only against individuals in the United States but also against Ukraine. During wartime, these technologies are capable of:

- 📍 Creating risks for children and the civilian population;
- 📍 Manipulating informational and technical channels, which is critical for strategic defense.
The publication of these materials is intended to warn of danger, protect Ukrainians, and promote the development of countermeasures.
💡 My Role as a Ukrainian Quantum Systems Engineer and Why They Tried to Isolate Me
As a developer of quantum microchips and next-generation AI systems, I work on countermeasures to protect people from hostile BLE/RF networks.
There were attempts to isolate me and restrict access to resources because my technologies can neutralize harmful influences and preserve the safety of citizens.
This publication demonstrates that I am not simply a journalist, but an active participant in protecting civilians and the strategic interests of Ukraine and the United States.

I. INTRODUCTION
- This complaint describes a coordinated pattern of BLE/RF (Bluetooth Low Energy / Radio Frequency) interference, harassment, and physical assaults directed against the Plaintiff, occurring within governmental facilities, including courthouses, police stations, libraries, and cafes.
- The case is not limited to a single personal episode; it demonstrates a systemic breach of security within U.S. institutions, which poses a threat to civilians, court personnel, and minors.
- The Plaintiff has collected hundreds of BLE scan logs showing:
- 📍 illegal advertising intervals (0–2 ms),
- 📍 non-connectable devices,
- 📍 high-power signals at close range (RSSI up to +38 dBm),
- 📍 mesh-like behavior consistent with covert surveillance and interference systems.
- The most intense attacks were recorded in the Los Angeles County Courthouse and the Mission Hills Police Station, where minors and government personnel were present.
